A Câmara dos Deputados aprovou nesta quarta-feira (1º), com 493 votos favoráveis e nenhum contrário, o texto-base do projeto de Lei (PL) 1.087/2025, que prevê isenção de Imposto de Renda (IR) para pessoas físicas com renda mensal de até R$ 5 mil e desconto para quem ganha até R$ 7.350 mensais. 

A proposta, encaminhada pelo governo federal, ainda terá que ser aprovada no Senado, antes da sanção pelo presidente Luiz Inácio Lula da Silva para entrar em vigor.

A redução do IR foi uma promessa de campanha de Lula em 2022. Enviado para a Câmara em março, o texto foi aprovado em uma comissão especial que analisou o texto.

Atualmente, são isentos do imposto quem ganha até R$ 3.036. O projeto determina que, em 2026, as pessoas que ganham até R$ 5 mil, terão um desconto mensal de até R$ 312,89, de modo que o imposto devido seja zero. Já quem ganha de R$ 5.000,01 até R$ 7.350,00, o desconto será de R$ 978,62.

Segundo o governo, com a aprovação da proposta,serão beneficiados com a isenção mais de 26,6 milhões de contribuintes, em 2026.

Após a aprovação unânime, o presidente da Câmara, Hugo Motta (Republicanos-PB), destacou que a aprovação é um dia histórico para o país e para o Parlamento.

“Aqui demonstramos que quando o tema é o bem-estar das famílias brasileiras, não há lados, nem divisões. É interesse do país acima de qualquer diferença”, disse. “A Câmara dos Deputados sabe ouvir, decidir e estar ao lado do Brasil”, acrescentou.

A Câmara Municipal de Ilhéus (CMI) analisou e aprovou, durante a sessão extraordinária desta terça-feira (30/09), o Projeto de Lei nº 117/2025, de autoria do Executivo municipal, que estabelece a LDO (Lei de Diretrizes Orçamentárias) para 2026. O documento recebeu 158 emendas, que foram sugeridas pelos vereadores e acatadas pelo plenário.

Os trabalhos foram conduzidos pela vice-presidente da CMI, Rúbia Carvalho (AGIR), em razão de viagem do presidente César Porto (PP). Para basear os debates, a CMI promoveu, na semana passada, duas audiências públicas sobre o tema, que contou com a presença de representantes do Poder Executivo municipal. Eles explicaram o PL e sanaram dúvidas dos vereadores e de representantes da sociedade.

Projeto – Pelo PL da LDO elaborado pelo Executivo, o município deve receber, em 2026, cerca de R$ 811 milhões, enquanto os gastos previstos são de R$ 807 milhões. Entre as iniciativas que já estão incluídas no projeto, estão programas de ampliação da estrutura e da oferta de serviços públicos nas áreas de saúde, educação, esporte e assistência social.

Durante o encontro, o magistrado destacou que a Presidente do TJ-BA, Desembargadora Cíntia Maria, está pessoalmente empenhada em inaugurar o novo Fórum até o final deste ano.

Em outra reunião, com o assessor especial do TJ-BA, Sr. Walter, foi tratado o Projeto Conecta Justiça, iniciativa idealizada pela Desembargadora Lisbete Maria, que busca aproximar ainda mais os poderes e modernizar a comunicação institucional. A Câmara de Ilhéus confirmou sua adesão ao programa, fortalecendo a integração com o Judiciário.

O prefeito de Itabuna, Augusto Castro (PSD), enviou à apreciação da Câmara Municipal de Vereadores o Projeto de Lei de doação ao Instituto Federal de Educação, Ciência e Tecnologia da Bahia- (IFBA) de uma área de terra medindo 50.173,00m². O imóvel, integrante do patrimônio público municipal, está localizado no entroncamento das rodovias federais BR-101 e BR-415, antiga Fazenda Bananeira – Gleba I, no perímetro urbano.

Além do Projeto de Lei, também foram encaminhados planta arquitetônica e memorial descritivo, bem como a matrícula imobiliária nº 58.357 do 1º Ofício do Cartório de Registro de Imóveis da Comarca de Itabuna para o cumprimento de dispositivos da Lei Orgânica do Município de Itabuna (LOMI).

De acordo com a Mensagem, que encaminha o Projeto de Lei e foi lida na sessão plenária desta terça-feira, dia 30, Laudo de Avaliação anexo a proposta legislativa apurou o valor venal da área objeto da doação em R$ 6.020.760,00. O Líder do Governo na Câmara de Vereadores, Ronaldo Geraldo (Republicanos), pediu urgência na tramitação da matéria, o que foi objeto de aprovação pelos seus pares.

“O fundamento da doação que ora se propõe atribui-se ao interesse público na construção e implantação de um campus educacional do IFBA, que promoverá o desenvolvimento e a ampliação da rede de ensino, a captação de material humano capacitado, a atração de investimentos e reflexos positivos em diversos setores do município, como habitacional e serviços”, diz o texto.

“A contrapartida à doação do imóvel ao IFBA é imensurável no que tange aos retornos positivos a serem trazidos para nossa cidade, representando um investimento estratégico de alto impacto, cuja justificativa se alicerça em pilares de desenvolvimento educacional, social e econômico de longo prazo para toda a região”, acrescenta.

Para o prefeito, “é imperioso destacar que a implantação de um campus do IFBA em Itabuna é um passo fundamental para a ampliação da rede pública de ensino técnico e superior na cidade. O IFBA é reconhecido nacionalmente pela excelência de seu ensino, oferecendo cursos técnicos e superiores de alta qualidade, diretamente alinhados com as demandas do mercado de trabalho,” afirma.

“A nova unidade permitirá o acesso de milhares de jovens e adultos à formação profissionalizante e acadêmica de excelência, aumentando a captação de novos alunos e, crucialmente, retendo talentos que, de outra forma, precisariam se deslocar para outros centros urbanos em busca de ensino’, frisa a Mensagem. Ademais, a chegada do IFBA irá diversificar a oferta de cursos na área de tecnologia, indústria, serviços e meio ambiente, preenchendo lacunas de vagas de formação que o município e a região demandam para o seu desenvolvimento”, enfatiza.

Para Augusto Castro, “a construção e a posterior operação do campus movimentarão a economia local. A obra em si gerará empregos e demandará serviços. Após a inauguração, a escola atrairá um corpo docente e técnico qualificado, além de milhares de estudantes de forma perene, resultando em aumento da circulação de recursos no comércio local (moradia, alimentação, transporte, serviços, etc.), gerando um desenvolvimento econômico significativo”, realçou.

A conquista foi resultado do trabalho conjunto da deputada Soane Galvão, do ex-prefeito Marão, do vice-prefeito Zé Sossai e dos vereadores Alex da Paz, Kamilly Vieira e Pequeno, que haviam solicitado o reforço para a segurança local.

Assim, o laço comunitário construído durante os dias de visitas se soma à celebração de mais uma vitória para o povo de Itabela: a garantia de mais segurança e cuidado com a cidade.
